Skill Sector Funding to fulfill the skilling needs

National Skill Development Corporation (NSDC), under the aegis of Ministry of Skill Development and Entrepreneurship has, so far, formed 37 Sector Skill Councils (SSCs) which cover the major sectors to fulfill the skilling needs of their respective sectors.

Under Skill India Mission, Ministry is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) to impart skill development training to youth in various sectors across the country, including the State of Karnataka. PMKVY has two components, namely, Central component being implemented through NSDC, and State component being implemented through State Skill Development Mission (SSDM) of the State/UT. Under Central component of PMKVY, there is no provision of State-wise funds allocation. However, under the State component of PMKVY, funds and corresponding physical targets have been allocated to the States for the implementation of scheme through SSDMs. As on 31.12.2022, total volume of funds disbursed to State of Karnataka under PMKVY is Rs. 282.24 crore.

The allocation of skilling targets and funds amongst the States under PMKVY 2.0 has been done on the basis of the various parameters such as State Population in the age group (15 to 35 years); Human Development Index (HDI) of the State; and Unemployment Percentage of the State.

Education Reforms to meet global standards in education in India

The Ministry of Education has announced the National Education Policy (NEP) 2020 on 29.07.2020 after obtaining approval of the Union Cabinet. The NEP-2020, inter-alia, envisions setting up of Model public Universities for holistic and multidisciplinary education, at par with IITs, IIMs, etc., called MERUs (Multidisciplinary Education and Research Universities) which will aim to attain the highest global standards in quality education. NEP further states that all programmes, courses, curricula, and pedagogy across subjects, including those in-class, online, and in ODL modes as well as student support will aim to achieve global standards of quality. The NEP-2020 also envisions setting up of a Higher Education Commission of India as an umbrella body with four independent verticals to perform distinct functions of regulation, accreditation, funding, and academic standard setting. Accordingly, the Ministry is in the process of drafting a Higher Education Commission of India Bill.

STRIVE to improve relevance and efficiency of skills development

Directorate General of Training, Ministry of Skill Development and Entrepreneurship is implementing World Bank assisted project Skills Strengthening for Industrial Value Enhancement (STRIVE) project at a total cost of Rs. 2200 crore. The project duration is 5 years (2017-2022). The objective of the project is to improve relevance and efficiency of skills development provided through Industrial Training Institutes (ITIs) and apprenticeship. Under the project, 426 ITIs including 29 Private ITIs in 33 States & UTs have been selected. Also, 33 Industry Clusters (ICs) in 12 States have been selected in the country.
